Federal Emergency Management Agency (FEMA) requires homeowners to purchase flood insurance policy if their homes are located within certain flood zones.

When a property is deemed to be in Special Flood Hazard Area (SFHA) as determined by the National Flood Insurance Program (NFIP), the lending institution will require the borrower to obtain flood insurance. The amount of the insurance premium is determined by the elevation of the structure compared to the established Base Flood Elevation (BFE). A land surveyor reports this information on a FEMA approved form called an Elevation Certificate. In some instances, a property may appear on the Flood Insurance Rate Map (FIRM) to be located in flood prone area, but, upon field inspection, it is found to be located above the flood elevation. When this occurs a Letter of Map Amendment (LOMA) may be requested which, if approved, would remove the requirement for the borrower to obtain flood insurance.

An Elevation Certificate is an actual field survey by a registered professional. The elevation is of the lowest floor and adjacent ground in the local flood plain datum as required by FEMA.

Elevation Certificates must be prepared and certified by a registered professional land surveyor, engineer, or architect who is authorized by commonwealth, state, or local law to certify elevation information. Elevations must be certified by a licensed engineer or surveyor if the elevation certificate is intended to support an application for a Letter of Map Amendment or a Letter of Map Revision .... based on Fill. A Letter of Map Amendment (LOMA) or Letter of Map Revision (LOMR) confirms that a site is not within a flood hazard area.
